In this May 28, 2020, photo, Tracy Carcione, left, a 59-year-old computer programmer who is blind, laughs as she talks to neighbor Shahanaz Arjumand over the fence dividing their property, in Teaneck, N.J. The pair were discussing the upcoming election when Arjuman suggested they should both run for office to replace the current choices. In the most recent election, Carcione filed an absentee ballot electronically. For the July 7 state primary, that option won't be available. New Jersey election officials eliminated the option after they determined that limited in-person voting will be possible by next month. Carcione isn't sure she wants to take that risk.
